Abstract

This research focused in the factors affecting projects implementation in Tanzania especially in Njombe town council. In obtaining the required information, both secondary and primary sources of data collection methods were used. The data were collected using focus group discussion and interview. The interviews were conducted using a semi-structured interview guide to allow them to express their opinion, experience, give out their general views and know the complex issues. The results found that monitoring and evaluation is not mainstreamed in the process of projects from the initiation, participatory approach and multiple accountability. According to the policy of the nation it is not allowed to monitor and evaluate the public project cycles, therefore one of the problems existing in the Tanzanian government units as one of the challenges in the execution of projects that leads to some of projects inefficiency and unsustainable. The study concludes that transparency, accountability and involvement of the respective beneficiaries in any implementation on the projects is wealth to rescue the funds. Based on the study results it is recommended that monitoring and evaluation for indicators tracking is very important to mainstream in the district and region departments when possible to have independent M&E departments.
