Abstract
The study assesses the factors influencing the performance of monitoring and evaluation (M&E) systems in microfinance organizations, the case study of Ilemela Kwanza. The study identifies tools and different method used in M&E system by Microfinance organizations in Mwanza at Ilemela district in Mwanza. 35 respondents were drawn from study; the staff from Microfinance institutions, Ilemela in Mwanza. Quantitative data obtained through prepared questionnaires and review of different literature. Findings indicate that the staff competency is very essential for influencing implementation of M&E systems in microfinance institutions in Mwanza region but is not efficiently practiced as only one aspect of staff competency; employees with better expertise perform better M&E. It was established that resource adequacy is very essential in influencing the performance of M&E in microfinance institutions, however it was found that there is inefficiency in resource adequacy as there was only adequate human resource with staff competency of M&E skills but there were shortages of incentives, funds, and time for investing in implementing M&E system. Participation in influencing M&E system in microfinance institutions was very essential but was found inefficient as the respondents were only satisfied with donor’s as major punctual stakeholders but were dissatisfied in the aspects of stakeholder’s satisfaction with all activities which influence implementation of M&E systems in the microfinance institutions. Finally, the study recommends the government and non-government microfinance institutions should instill effective stakeholder’s participation, promoting staff competency and adequate resources to promote efficiency of the factors influencing performance of M&E systems in the microfinance institutions.
