Abstract

The study aimed at examining the involvement of communities in managing community secondary schools in Moshi Rural District. The study threw analytical light on the extent to which power was devolved at local levels in managing secondary education. The study employed both qualitative and quantitative approaches. Data were gathered through questionnaire, interviews and documentary reviews. The groups involve in this study included Heads of some of community secondary Schools, and School Board Chairpersons, some of the teachers, community members, Ward Educational Officers, Ward Executive Officers, Division Officers, Councilors, village Executive Officers, Village chairpersons and District Educational Officer. This is due to the fact that they were the ones who were to provide the information required as they were among the community members and school management. The study revealed that leaders at community levels were partially involved 43 percent) in some managerial functions except in implementing school plans. Their involvement was limited to preliminary stages of school planning such as mobilization for direct voluntary and obligatory contribution of funds, materials, labour force as well as donation and allocation of construction sites. It can be concluded that community involvement in managing secondary schools in their respective areas needed not only the efforts of school management team but also of the leaders at community levels and their respective community members. The findings in this study will help education planners and policy makers to modify approaches used in the management of community secondary schools to foster community involvement and participation.
