Abstract

Long-term sustainability of the project in Tanzania has been one of the challenges in agricultural technologies interventions. The performance, adoption, and impact of agricultural project depend on the commitment of stakeholder’s involvement in developing a comprehensive monitoring and evaluation plan. The study objected on determining the roles of native scientists’ participation in development of monitoring and evaluation plan for the collaborative research projects in Tanzania. Explanatory and cross-sectional approaches were used with purposive sampling technique which attained the sample size of 131. The questionnaire and the document review tools were used for data collection followed with descriptive and excel analysis. From multiple respondents, results showed that, native scientists were being engaged on initiation stage (56.50%) and closing stage (50.90%) and less than 40% on planning and implementation stages. Three out of ten reviewed projects found to be very satisfied in the monitoring and evaluation plan components with score ranges of 34 – 35 out of 40. Project success, reliability, integration of the project systems with the native government together with supportive policies and procedures found as the factors that determine the perception for the effect of M&E plan development. Therefore, engaging native researchers from project initiation to closure stage found to be significant for upscaling and enhancing adoption of developed technologies. The study recommended that equipping native scientists with M&E skills is very crucial when conducting any project whether nationally or internationally because it supports the institution leaders to make decisions and spend the resources sensibly.
