Abstract

This study aimed at examining the education and training policy of 2014 (TETP) implications on the education system in Tanzania to recommend strategies to enhance the policy positive effects on the education system. The study used a pragmatism philosophical paradigm and mixed method approach. Besides, the study adopted an explanatory sequential design which involved collecting and analysing data in two consecutive phases. Through cluster and purposive sampling techniques, 285 participants were selected to take part in the study. In particular, questionnaires were used in phase one to collect data from 243 participants from six district councils of Mbeya, Rukwa, and Katavi regions in Tanzania. Moreover, the interview method was used in phase two to collect data from 42 earmarked key informants. The study adopted documentary analysis for secondary data, content analysis for open-ended responses, and descriptive analysis for closed-ended questionnaires and Likert scale items using SPSS v.20 software. The study revealed the following: Education stakeholders had a low understanding concerning TETP 2014 changes in the education system, relational functions between TETP 2014 and education system are unsatisfactory, formulation and implementation of TETP 2014 are not participatory and had inadequate representation in the process, TETP 2014 relates well with public policies in Tanzania in areas of preparing human resources for other sectors, and TETP 2014 consists of potential issues that aim at stabilizing education system in Tanzania. The study recommends for action, the active roles of mass media and policy institutions in fulfilling advocacy roles to engage the public on the policy process. Areas for further research should consider the same topic within Tanzania, but consider larger samples that would include students.
