Abstract

This study investigated the role of political practice in strengthening institutional administration in the Bukoba rural district. Specifically, the study focused on the trends of candidate nomination, the functions of election campaigns, civil society and the citizenry, and the effects of political education in strengthening institutional administration. The study utilized qualitative methods of data collection and analysis. By using case study research design procedures, a sample of 105 participants was selected from the population of 133, which consisted of elected councilors, party chairpersons, retired councilors, ward executive officers, leaders from CSOs, and district returning officers. The findings revealed that the nomination of party candidates was partly institutional and influenced by leaders and people within political parties. Election campaigns conducted by opposition parties addressed the importance of institutional administration over individuals, contrary to campaigns conducted by the CCM, which focused on people’s welfare. Results on political education showed that opposition parties had little chance to meet their members compared to the CCM. As a result, political education was provided in selective cases, depending on permission from the CCM government. The study concludes that political practice can strengthen institutional administration if it focuses on maintaining a people-centered administration guided by the legal framework.
