Abstract

The study assessed the Impact of Voluntary Parental Contributions on Programmes in Public Secondary Schools in Tanzania, the Case of Kibaha Town Council. It employed a descriptive survey design and mixed approach in which a total of 170 respondents, including parents, teachers and Ward Education Officers supplied information for the study through questionnaires and interview. Specifically, the study explored programs which require voluntary parental contributions in public secondary schools (SS), examined factors affecting their voluntary contributions in public SS, evaluated the impact of voluntary parental contributions on programs in public SS and established strategies for improving the voluntary parental contributions to support public secondary education. Quantitative and qualitative data were analysed using descriptive statistics and content analysis techniques respectively. The study found that, there are programmes in public SS which require voluntary parental contributions such as construction of school infrastructure, students’ meals, remedial programmes for candidate classes, purchasing furniture, study tours, graduation ceremony, school uniforms and purchasing of academic materials. Most of the parents identified policy misconceptions and mistrust between parents and school management as factors affecting their contribution. The suggested strategies for improving voluntary parental contribution in public secondary schools are to review the fee free education policy in order to strengthen voluntary parental contributions as well as improving transparency on the expenditure of the contributed funds. It was concluded that, fee free education policy means sharing responsibilities between the government and the parents.
