The Effects of Insufficient Leadership Skills for Successful Implementation of the Free Education Policy in Tanzania: The Case of Selected Community Secondary Schools in Tarime Urban District.

Abstract
The study aimed at investigating the effects of insufficient leadership skills for successful implementation of the free education policy in Tanzania the case of selected community secondary schools in Tarime Urban District. The study was guided by the specific objectives which included: exploring the heads of schools’ capability in planning and allocation of fiscal resources, to find out the heads of schools’ capacity in utilizing the fiscal resources and to establish the leadership related challenges facing heads of schools in managing public secondary schools in the context of free education policy. The study employed mixed research approach whereas the research design was descriptive research design. Data collection tools were questionnaires and observation. The sample size was 240 respondents where as the sampling techniques employed were stratified and purposive sampling techniques. The study found that, the heads of schools do not properly use school budget for decision making, do not give accurate financial information of their schools, do not keep records of staffs properly to enable the proper planning and allocation of fiscal resources for implementing free secondary education among others. In conclusion, budget constrain due to inadequate fund release is the leadership challenge that face heads of schools in managing public secondary schools in the context of free education policy. It is recommended that heads of schools should ensure that school budgets reflect agreed goals and objectives as planned for successful implementation of the free education policy in community secondary schools in Tanzania.
