Abstract

This study was about Relevance of Headteachers’ Responsibility Allowance in Improving Managerial Position Effectiveness in Tanzania. Its main purpose was to examine recipients’ perceptions about the newly introduced responsibility allowances on whether or not it has worked to raise the effective managerial responsibilities in Sumbawanga and come up with a way forward. The researcher opted qualitative approach, and triangulated multiple evaluative research design. Four objectives specifically assessed the context in the studied research participants understood head teachers understand allowances programme goals; assessed required push and pull inputs accelerators improving management; assessed varying views allowances programme strengths and weaknesses over used processes; and assessed whether the introduced programme has worked or not. The sample size of the study totalled 75 participants. Data were collected through questionnaire, interview and documentary methods. Triangulated tools: Microsoft Word Excel, calculator, SPPs were necessary analysed questionnaire data to yield themes and descriptive statistical values. The qualitative data were sorted, content analysed, categorised, coded and constant compared to yield thick descriptions. The study resulted into average positive morale and academic 3Rs mastery to pupils, hence it worked. However, has led to some negative results since the paid allowance is meagre surrounded by bureaucracy to issue it timely. It has led subject teachers to desire it as well lest to lower their morale. Transparency is recommended and end bureaucracy in issuing allowances, consider subject teachers too. More research be done on same study quantitatively in other districts in Rukwa.
