Abstract

This study was conducted to explore the Factors influencing Teachers Turn Over in rural public secondary schools in Mbarali district in Tanzania. The specific objectives that guided the study were: to explore factors influencing teachers turnover in rural public secondary schools, to determine the effect of teacher’s turnover on students’ academic performance and the third objective was the strategies/ mechanisms to reduce teachers turnover in rural public schools. The study employed a descriptive research design. Mixed (qualitative and quantitative approaches) were used. Quantitative approach was used for supplementing purposes while qualitative approach was used for finding intensive information. Qualitative and quantitative approaches were combined for the purpose of maximizing the quality and reliability of data collected. The researcher used simple random technique and purposive sampling to obtain data. Simple random sampling was employed in selecting the respondents in ward secondary schools while purposive sampling was used in selecting teachers, heads of schools and Dstict Secondary Education Officer. The researcher used a sample of 145 respondents comprising of 90 teachers, 48 students, 6 heads of schools and 1 District secondary Education Officer to gather information on the topic. Both primary and secondary data were collected through questionnaires, observation, Focus Group Discussion, and interview research methods for the former and documentary methods for the latter. The researcher ensured validity of data by including possible item (observable) that measure the concept of turnover for example age and departmental transfer. Also by pre-testing and re-testing with pilot group of respondents before administering it to the population sample. The researcher also ensured the reliability through questionnaires by using the re-test method to establish if consistence results can be obtain.The findings revealed that teachers were quitting the teaching profession due to; absence of social services, poor and difficult working environment, poor supply of school facilities, lack of motivation from heads of schools and the government itself, absence of allowances for extra duty, teaching experience, teachers level of education, and unmet teachers expectation. Due to these, a total of 106 teachers had moved from Mbarali district between 2011 and 2015 (source DSEO office) Consequently, students’ academic performance was low. The pass rate in Form Four Examinations between 2011 and 2015 (years) was very low. In order to retain teachers in Mbarali district, the study recommends to the government, to provide social services in rural areas, improve teachers’ working environment, pay teachers benefits on time, and provide adequate teaching and learning facilities. Further research should be done to identify factors for teacher’s turnover in urban areas.
