Abstract

The study set out to assess the resource mobilization capacity of local Non-governmental organizations in Mkoani district. The survey first assessed the types of the resources mobilized by local NGOs from internal and external sources, discussed the methods used by local NGOs to mobilize their resources and their effectiveness and challenges facing NGOs in mobilizing resources. The data were collected through interview, documentary review, questionnaires and observation. Respondents were selected through purposive and simple random sampling. The sample composition included 15 local NGOs registered, operating and members of PACSO, 1 PACSO secretary, 1 Officer responsible for NGOs registration from the Ministry of Law and Constitution in Pemba and 1 District Development Officer. The study found out that 73.3% of local NGOs lacked resource mobilization capacities in term of human, financial, material, policies and guidelines as well as office space. While 26.7% have medium resource mobilization capacities as a result they fail to deliver on their programming i.e. to undertake effective planning and management of the planned program, and mobilization of the resources. It is further recommended that local NGOs should diversify their resource bases through establishing linkages (networking and collaboration) with the corporate sector, build capacities of their members on resource mobilization and prudent organizational management.
