Abstract

The purpose of the study was to examine impacts of community perceptions on the implementation of 2014 free basic education in both private and government pre and primary schools in Morogoro municipal council. The study was guided by four research objectives as shown in page 5 under this paper. The study was conducted in Morogoro municipal council. The study employed descriptive survey design and qualitative approach. The methods employed for data collection were interviews, observation and documentary review. The study involved a total of 98 respondents who were selected through simple random and purposive sampling procedures. The study findings revealed that the introduction of fee free education had created different perceptions among pre-primary and primary education stakeholders. The different perceptions were due to unclear statements which failed to explain how other education stakeholders apart from the government could support the implementation process. Hence, some parents used the weakness of the policy by becoming very reluctant in fulfilling their children needs including paying for porridge as well as buying school uniform. The study revealed different experiences and policy trends towards the implementation of fee free education in secondary schools which shows some improvements such as the increase number of students who passed to join next level, the increase tendency in making follow-up and students’ retention. Also, the findings on the reflection in teaching and learning material shows that there was no relationship between the facilities used in accommodating the available pupils in schools. Finally, the study recommends the implementation process to be improved. Keywords: Community perceptions, free basic education, pre and primary schools.
