Effectiveness of Public Private Partnerships (PPP) in Financing Infrastructure Development in Tanzania: A Case of Arusha International Conference Center (AICC).

Abstract
Thisstudyinvestigatestheeffectivenessofpublicprivatepartnerships(PPP)infinancinginfrastructuredevelopmentinArushaInternationalConferenceCenter(AICC).Specific objectives were to examine the mode of public-private partnershippracticed in financing Infrastructure development, to determine the cost-effectivenessofpublic-privatepartnershipsinfinancinginfrastructuredevelopmentandtoinvestigate the challenges facing the use of public-private partnerships in financinginfrastructure development. The cross sectional research design was employed. Thestudy involved 64 respondents selected using simple random sampling techniques.Thedatawerecollectedusingquestionnaires,surveyandinterviewmethods.Descriptive statistics and correlation analysis were used in analyzing data. The studyfound that Joint Venture, Build- Operate -Transfer (BOT) and Build -Lease-Transfer(BLT)weremajormodesofpublic-privatepartnershippracticedinfinancinginfrastructuredevelopment in AICC. Moreover, the study found that there was acost-ineffectivenessofPublic-PrivatePartnershipsinFinancingInfrastructureDevelopment in AICC since the project was not completed with targeted budget andproject not completion within time frame. Furthermore, the study found that, lack ofPPPskillsandknowledgeto some stakeholders, weak contracting and tenderingwere the key challenges facing the use of public-private partnerships in financinginfrastructuredevelopmentattheAICC.Therefore,thestudyRecommendsthatappropriateregulationsandfavorablePPPpoliciesamongotherfactorsarevitaltotheeffectivenessofPublic-PrivatePartnershipsinFinancingInfrastructureDevelopment in AICC.
