Abstract

The study sought to examine the factors affecting public project implementation in Tanzania; the case of the Dodoma city outer ring road construction project. The study was guided by four specific objectives. To determine the effect of unrealistic deadlines on public development projects implementation in Tanzania, to determine the effect of resource allocation on public development projects implementation in Tanzania, to determine the effect of land compensation on public development projects implementation in Tanzania and to determine the effect of project budget and public development projects implementation in Tanzania. Positivist philosophy was employed. Moreover, a quantitative approach was used as well. Explanatory design was used in this study. A sample of 295 was drawn from 1,127 population. A stratified sampling technique was used in this study. Data collection was done using questionnaires. Descriptive statistics and multiple regression analysis were used as tools for data analysis. The study found that unrealistic deadline setting was negative and statistically significant related to project implementation. Resource allocation was positive and statistically significant related to development project implementation. land compensation was positive and statistically significant related to development public project implementation and inadequate project budget was negative and statistically significant related to development public project implementation. Therefore, the study recommends that there is a need to conduct thorough feasibility studies and project assessments before setting deadlines to understand the complexities involved. Conduct thorough needs assessments and project feasibility studies to accurately determine resource requirements. It is also recommended that transparent and fair land compensation policies that clearly outline the criteria for valuation and compensation lastly, it is recommended that thorough needs assessments and feasibility studies to accurately estimate the budget requirements.
