Quality Management Practices and the Performance of Construction of Primary Public Health Facilities using Force Account Method in Tanzania: A Case of Dodoma Region.

Abstract
This study examined the quality management practices in the performance of construction of primary health facilities (PHFs) using force account method (FA) in Dodoma region. Cross-sectional design with quantitative approach was used. A sample size of 154 respondents was randomly selected and administered with structured questionnaires. Quantitative data were analysed through multiple linear regression using SPSS software. The findings revealed that leadership commitment had an effect on the performance of construction of PHFs. Force account method led to inability to communicate well between the procurement entity (PE) and local contractors. Also, FA facilitated delays in implementing contract leading to cost overruns. Yet, non-conformance to specifications led to dishonest and malpractices of contractors through corrupt practices ending up with poor quality of works; lack of confinement to quality standards that led to diversion from dimensions specified such as length, width and height. Additionally, adherence to guidelines focused on making sure that works executed were small and scattered in remote locations, without disrupting ongoing operations and emergency where the supply of materials and equipment was timely to maintain value for money. The study recommends investing in leadership styles and adhering to specifications through training and knowledge provision in order to eliminate the problem.
