Abstract

This study was designed to assess challenges affecting implementation of the procurement plan in Government entities at Geita Town Council. The study specifically aimed at analyzing the effects of inadequate human resources in the implementation of procurement plan, to examine the effects of improper allocated funds in implementing procurement plan and to analyze the effects of inadequate technological resources in the implementation of procurement plan. About 98 questionnaires were distributed to respondents via simple random sampling strategy. Data were analyzed using descriptive statistics and multiple linear regression analysis with the aid of Statistical Package of Social Science (SPSS) Version 26. The study found that untimely issuing of funds negatively affects the implementation of the procurement plan. The study concluded that inadequate human resources, improper allocated funds and inadequate technological resources affect implementation of procurement plan at Geita Town Council. The study recommends that the council should continue considering to have adequate number of staff. The informations from the findings can be used by the Geita Town Council to improve procurement practices, reduce corruption, and ensure that public resources are utilized efficiently. Through understanding the challenges faced by Government entities in implementing procurement plans, policy makers can develop policies and regulations that address these issues directly.
