Factors Affecting Contract Management in Construction Projects: A Case Study of Vocational Education and Training Authority (VETA).

Abstract
Effective contract management though being a fundamental requirement in order to achieve value for money in whatever procurement transaction undertaken by the procuring entity but yearly it has been reported that huge losses and wastage of public funds associated with poor contract management. Three (3) specific objectives of this study were; to examine the effect of compliance with legal framework on contract management, to examine effect of employee competences on contract management and to examine the effect of information technology on contract management. The study comprised sample size of 43 VETA staff who were issued questionnaires. The diagnostic model applied to this study was descriptive in nature as well as multiple linear regression analysis was used to establish the existing relationships between the variables. In general, the study findings revealed that, employee competences contributed most and ranked first by 0.839 to the contract management second was the information technology by 0.537 and the third was legal framework by 0.498. The study concluded that, employee competences, information technology and compliance with legal framework affect contract management. The study recommends VETA to design a standard checklist showing the required skills and competency level to all personnel and key stakeholders involved in contract management and invest on information technology systems on enhancing effective contract management. Also recommends further study on assessment of other factors which affect contract management at VETA in Tanzania.
