The Role of Contract Management on Performance of Outsourced Projects in Local Government Authorities: A Case of Dodoma City Council.

Abstract
The study aimed to assess the impact of Contract Management on the performance of outsourced projects in Local Government Authorities (LGAs), focusing on Dodoma City Council. Two theories, Contract Management Theory (CMT) and Contract Compliance Theory (CCT), guided the research. Using a case study approach, quantitative data was collected through a structured questionnaire from 120 Dodoma City Council staff members. Descriptive statistical analysis was employed to evaluate the role of contract management in outsourced projects. The findings indicate that, a majority of respondents (over 75%) acknowledged issues like inadequate legal knowledge, lack of qualified procurement specialists, ineffective communication, and deficient negotiation tactics and planning as a major challenge. The study highlighted the significance of adhering to a robust legal framework during contract formulation and management. More than 80% of respondents recognized the positive impact of legal framework compliance on outsourced project management, underscoring its role in ensuring success. Further, over 80% of respondents emphasized risk identification and assessment. However, opinions were divided on the effectiveness of remedies for breaching outsourcing contracts. The study recommends the City Council capitalize on its skilled employees, bolster legal frameworks, and revise contract policies to address challenges in outsourced project management.
