Abstract

Increasing educational resources in schools has been an issue in education system for decades. The main question has been on whether educational resources have a positive effect on student performance apart from the effects of family background and gender. This study addresses this issue by examining the relationship between the level of physical educational resources and student achievement. Other issues addressed in this study were challenges in accessing educational resources and strategies adopted by school managers to access educational resources to improve student performance in Nyamasheke and Gasabo districts. Framed within two theories: Social cultural learning theories and System theory, 75 head teachers 358 teachers and 2 District Director of Education were interviewed. The study found that there were acute scarcities of educational resources in the majority of schools with their mean ranging between 1.75 and 2.50. It was also found that the educational resources were statistically significant predictors of student performance with coefficient determination (R2=. 567, p<.05). The study recommends greater public sector accountability in increasing efficiency in educational resource allocation in schools to ensure the schools produce quality graduates to contribute to national development.
