Assessment of the Contribution of Civilian Private Security Companies to Public Security in Dar es Salaam: A Case Study of Kinondoni Municipality.

Abstract
The assessed the contribution of civilian private security firms to public security in Dar es Salaam with Kinondoni Municipality, a case of focus. Four objectives ware used based on review and assessing the effectiveness of the existing policies governing and regulating the participation of civilian private security companies in public security in Tanzania. Descriptive survey used; examined public response to security services given by private security units and the challenges faced by these companies in executing their functions, tasks and activities. 46 respondents were randomly selected from population of Kinondoni Municipality. The sample was selected through random and convenience sampling techniques, data ware collected by using questionnaires and interviews. The study showed that the regulatory framework for the private security industry in Tanzania is insufficient for providing quality services and pertaining suitable working conditions. The performance of most private security companies (PSCs) is poor as the Kinondoni municipality has continued to experience increasing cases of crimes such as killing of innocent civilians, pick-pocketing, phone snatching, breaking into cars and stealing cars, gender molestation, prostitution and use of foul language in public. Also found main challenges facing existing PSCs like lack of; suitable security skills especially on crime countering, smooth working relationship with the government security organs such as the police, and poor system of recruitment of the security guards. The study recommends the country to establish a formal policy and legal frame to regulate the mandates and act standards of PSCs including how security companies should relate with the police and other security organs in the municipality and indeed the URT.
