Assessment of the Implementation of Local Content Requirements in Oil and Gas Industry in Zanzibar, Tanzania.

Abstract
Local content requirements in oil and gas producing countries have become a key priority to the governments and stakeholders. However, these requirements in Zanzibar are being implemented with insufficient research into their efficacy. Therefore, this study intended to assess the implementation of local content requirements in oil and gas sector in Zanzibar. The study used a cross-section design involved both qualitative and quantitative methods. Data were collected through documentary review, interviews and questionnaire administered to 60 respondents sampled using purposeful and simple random methods. Content analysis and descriptive statistics were used in data analysis. The findings indicated that there exist local content policy and laws that provide different initiatives for benefiting the local people including the provision of employment opportunities, enabling skills, knowledge and technologies transfer and procurement of goods and services. The study also revealed that lack of close monitoring to ensure implementation efficacy and inadequate capacity to provide goods and services in the sector were the major implementation challenges. The strategies for addressing the challenges include involvement of local people in every stage and establishing an enforcement mechanism that can facilitate enforcement of the law and policies. The study recommends that the government should emphasize on monitoring and enforcement of the implementation of the local content requirements so that the government and the people can benefit from the oil and gas yields.
