Abstract

This study examined the determinants of effectiveness of M& E system for health projects in Arusha city: The Case study of USAID Tulonge Afya Project in Arusha City Council. The study sought to determine the extent to which training development, availability of funds and stakeholders’ participation influenced effective Monitoring and Evaluation in public health projects. 46 respondents were selected for the study from community level, government officials and project implementing team. Quantitative and qualitative information was collected through questionnaires, interview and review of different literature. The study’s findings indicated that in determinants of effective monitoring and evaluation system in public health projects included cost-effectiveness, capacity of the data to aid managerial decision-making and availability and verifiability of the information from the M&E system. The study showed that the management should consider using the data from the M&E system more in decision making to enable the project to be implemented in line with the objectives and outcomes in the long run the adoption of online web-based platforms in carrying out training has proven unfruitful for making the M&E system effective. It was recommended that, best method to increase M&E systems includes training, capacity building, project data management and improving M&E information sharing on project operation, allocating enough budgets for Monitoring and Evaluation.
