Abstract

The study examined the challenges in practicing monitoring and evaluation (M&E) in public institutions; the case of Ministry of Industry and Trade (MIT) in Tanzania. The study focused on four specific objectives; to examine the challenges that face public organizations to effectively and efficiently practice Monitoring and Evaluation; to examine the link between public organization’s performance and Monitoring and Evaluation; to examine the effects arising from the challenges of M&E practice in Public organizations; and to examine the integration of M&E during the planning process in the public organizations. A set of questionnaire was developed, tested and distributed to 36 public officers who are practitioners in Policy, Planning, M&E and Project Management in public organizations under the MIT in Tanzania so as to collect quantitative data. 34 respondents returned filled questionnaires. Interviews were conducted using two sets of interview guides, documentary reviews and observations were also conducted. The collected were analyzed using SPSS software whereby descriptive statistics were presented using tables and graphs. The study found the most salient challenges in practicing M&E in the MIT includes; lack of M&E technical expertise, poor M&E management, lack of stakeholders engagement, and lack of funds to undertake M&E activities. The results also show that, there is a direct link between M&E practice and the performance of the public organizations and there is poor or no integration of M&E in the planning processes of the public organizations. The study recommends the public organizations should put more efforts to strengthen the institutional M&E capacity by training their staff and allocating enough resources to remove all the challenges.
