Abstract

The study investigated the impact of fee free education policy on the academic performance of secondary schools in Mbeya District. The specific objectives were to; examining the attitudes of parents and guardians towards fee free education policy; analysing the extent to which enrolment and attendance ratio to Form I-II students has been affected by the policy and assessing the impact of fee free education policy on academic performance of Form I/II students in Mbeya district. The study employed a mixed methods research approach and cross sectional research design. A sample of 105 participants from four government secondary schools were used. The instruments used to collect data were questionnaires, interview and Office documents. The study revealed that, fee free education policy has increased students’ enrolment and attendance rate so there is insufficiency of infrastructure and furniture in schools. Existence of truancy and absenteeism among students Parents had bad perception on the fee free educationpolicy, there is an increase of to teachers’ workload so they lose working morale. Insufficient capitation grants which lead to the schools unable to buy enough instructional materials and poor corporation between community and schools administration. The study recommends recruitment of enough qualified teachers, provide enough education about their responsibility on fee free education policy andinvolve them in the provision of resources instead of depending only on government funds, increase the capitation grants and have an equitable means of supplying schools with teaching and learning resources and government should increase teachers working morale through financial motivation and improvement of teaching environment.
