The study objectives were to assess the usefulness of ICT tools in facilitating the Certificate Course; examine levels of ICT teaching and learning knowledge and skills of students and tutors in the Certificate Course and assess the contribution of ICT on the improvement of the Certificate Course delivered using the Open and Distance Learning mode at ADEM. The study adopted a descriptive survey design while using both quantitative and qualitative research approach. The study purposively sampled 121 respondents. Data were collected using questionnaires and personal observations. Quantitative data were analysed using SPSS version 22, while qualitative data were analysed using content analysis procedure. The findings of the study revealed that the majority of respondents used effectively ICT tools including computers, storage devices, internet, and presentation tools like projectors. ICT has made a positive contribution in the Certificate Course at ADEM, which has improved the quality of teaching and learning processes. The study recommends ADEM to put up a mechanism whereby all tutors and students actively participate in ICT usage during teaching and learning. There is a need for exploring further on the use of Smart-Phones as an alternative way of instructional delivery by tutors and students in the ODL learning programme. The researcher believes that ADEM tutors and students should be encouraged to upload, store, retrieve information in the database, that is the Academic Registration Information System (ARIS).
