Factors Affecting the Implementation of Monitoring and Evaluation System in Government Organization: A Case of NIDA”.

Abstract
This entails an inquiry on the assessment of the factors affecting the implementation of Monitoring and Evaluation system in government organization: the case of National Identification Authority (NIDA). The study was guided by three objectives were first to identify the factors affecting the implementation of M&E systems in government organizations, to examine the importance of M&E system in government organization and to determine solutions of the challenges facing implementation of M&E system in government organizations. A total of 130 respondents from NIDA at Dar es Salaam from both the staffs and the customers as the beneficiaries of the services using the questionnaire. The study employed descriptive, explanatory and case study design approaches where by data was analyzed using SPSS. The findings of the study signify that, organizations faced challenges in adequate resources budgeted for M&E, willingness to invest money to improve M&E management, positive attitude towards strengthening the M&E system, and policy or set standards to describes roles and responsibilities of the operation of M&E System. Furthermore, the study revealed that in order to increase the M&E system implementation M&E system should be prepared during the planning stage of the project, governments organization should ensure there is an M&E system before starting any project, M&E experts in the project should be given clear job allocation and designation befitting their expertise, M&E skills plays a key role in providing functional advice in the project implementation, and Government pays a lot of emphasis on qualifications of individuals during the recruitment process of M&E personnel.
