The Impact of Education Stakeholders’ Participation in Fee Free Basic Education Policy on the Availability of Teaching and Learning Resources in Government Secondary Schools in Morogoro.

Abstract
The purpose of this study was to assess the impacts of education stakeholders’ participation in fee free basic education policy on the teaching and learning resources accessibility in secondary schools in Morogoro municipally. The study was guided by three research objectives including to identify and assess secondary school matters and aspects parents are involved; to examine impacts of role distribution to stakeholder, as stipulated in Government Circular on the adequacy of resources to government secondary schools; to find out the relationship between different teaching and learning resources used by schools and students’ performance. The research employed the descriptive research design. The data collected revealed that majority of secondary school stakeholders participated in the deployment of fees free secondary education depending on their roles. Also the study shows that there is a great relationship between the resources available in schools and students performance. The study include that fee free basic education policy has a positive impact on accessibility and acquiring relevant teaching and learning material in schools. Finally, the study recommends that all stakeholders should improve their participation in both man power and financial support because majority of secondary schools were still faced by many chalets.
