Abstract

Digitalisation is revolutionising medicine and rapidly spreading in the health sector. eHealth is gaining increasing importance in Tanzania as well as in Germany. This does not only concern awareness of patient rights and more transparency, but also essential questions of data protection and the technical-organisational security of data processing. In an attempt to deal with this process the German legislator has just published the draft Patient Data Protection Act (PDSG-E) in April 2020.2 The following observations will highlight the technical challenges associated with the digitalisation of healthcare on the example of electronic health records (EHR), medical telematics and in the broadest sense eHealth, in a comparison of German and Tanzanian law, and discuss the regulatory requirements derived from this by the legislator.
