Abstract

The government of Zanzibar has been enacting a series of measures aimed at solving the difficulties that airport and seaport development projects confront in the country. However, there was insufficient information on what factors affect the performance of Zanzibar's airport and seaport construction projects, and how those factors affect the projects' performance. That being the case, the current study aimed to investigate the determinants of airport and seaport development project success in Zanzibar, as well as how those determinants influence the performance of those projects. Explanatory and descriptive cross-sectional research designs were used in the analysis, which followed a positivist research philosophy. Structured questionnaires were used to obtain quantitative data. The questionnaire was distributed to 214 stakeholders who were chosen at random from the five selected projects. Hypotheses were analyzed and tested using multiple linear regression models. The study found that financial resources, human resources and physical resources have a positive effect on the performance of projects hence contributed to the performance of airport and seaports projects. In addition, the study considered the source of funding as a control variable and revealed that it does not affect project performance. The study recommends that the Zanzibar government should enforce and strengthen the policy on acquisition and retention of visionary human resources, adequate and quality physical resources, and increase financial budgetary allocation for public development projects.
