Abstract

The study intended to investigate the contribution of strategic planning in improving the performance of public sector organizations in Tanzania. The study used Tanzania Electric Supply Company Limited (TANESCO) Morogoro Main Office as its case study. This study was guided by three objectives (i) to examine the design of strategic planning related to the public sector performance at TANESCO Morogoro Main Office; (ii) to examine strategic planning process related to the public sector performance at TANESCO Morogoro Main Office; (iii) to examine the top management support in implementing strategic plan for public sector performance at TANESCO Morogoro Main Office. The study employed case study as the research design to assess the role of strategic planning to organizational performance in Tanzania. The collection of data was done using questionnaires and documentary review. The study used a probability sampling strategy in which the simple randomly sampling was applicable where 100 respondents were selected from a total of 153 population. Study findings from the case study of TANESCO Main Office indicated that, Designs of strategic planning (β = 0.119, p = 0.000), Strategic planning process related to the public sector performance (β = 0.233, p = 0.000) and Top management support (β = -0.192, p = 0.000). Since the value of p in all item assessed in this research was p < 0.05, therefore design of strategic planning, Strategic planning as well as Top management support process have direct positive and significant relationship with the performance of TANESCO at Morogoro region. The recommendation should be greater effort on training especially in formulation and implementation of strategic plan to the public so that can adopt it and see it good achievement. As far as the study has not covered everything there might gaps, thus researcher suggests that similar study should be done in other public sectors in Tanzania in order to assess the same problem under study.
