Abstract

The study assessed the factors affecting effective use of Human Resource Information System (HRIS) in Tanzania Local Government Authorities (LGAs). The study was guided by three specific objectives; (to examine the extent to which; frequent power cut, limited human capital, limited network infrastructure affects the effective use of HRIS in Tanzania LGAs). The study employed positivist philosophy whereas the quantitative approach became dominant in the process. The study used explanatory design with its conduct being based on causal relationship testing. Data were collected from the selected local government entity using the sample of 347 from a population of 2602 employees of the respective local government entity through structured questionnaire. The sample selection was conducted using random sampling technique. Data analysis was done using descriptive statistics. Findings shows that the predicting variables of the study are positive with significant effect statistically on effective use of HRIS as the dependent variable. The implication of the results is that effective use of HRIS in Tanzania LGAs is affected with frequent power cut, limited human capital and limited network infrastructure. The study recommends that more efforts should be kept in transforming the local government entities by ensuring reliable electrical supply, setting modern information and communication technologies infrastructures to support the realization of the goals and objectives sought to be achieved, and placing more skilled manpower in the entities including those in remote areas.
