Abstract

This study aimed at assessing Succession Planning Challenges in Public Sector a Case of Health Sector at Kinondoni Municipal Council, Dar Es Salaam, Tanzania. The study used descriptive explanatory research design and the combined questionnaires and documentary review tools were used to collect data from a randomly selected sample of 120 respondents. Data were analyzed by using Statistical Package for Social Scientist (SPSS) version 16. Findings from this study has indicated that the number of staff for succession planning in public hospital at Kinondoni were moderate in number with a mean of 3.31 from a mean index means. Again findings showed that challenges in implementing succession planning in public hospitals around Kinondoni were high and most of these challenges were insufficient talents and inability to motivate key employees. Furthermore, findings have revealed that strategies for promoting succession planning in health sector at Kinondoni were very high and the most strategies for promoting effective succession planning were identified as attracting and recruiting the potential employees, rewarding and recognizing hard working employees, effective leadership and management development. Moreover, the study findings showed that there were very high challenges in identify talents and potential people for succession planning.Lastly the study recommended that the ministries of health and human resource management departments should consider leveraging on training and promotion that will enable staffs to retain the valuable skills to enhance effective succession and retention of skilled staff.
